Address the 10 R-Strategies
A legislative framework for the protection of resources is needed
Define two goals for resource protection: a) reduction of use of abiotic primary raw materials by 6 tonnes per person per year; b) reduction of the use of biotic primary raw materials by 2 tonnes per person per year
Formulate concrete political measures and instruments to implement circularity
Take into account social implications and find ways to avoid them
Involvement of civil society is key
Allocate a sustainable budget for implementation
