(13 May 2026) Parliament and Council experts agreed to keep the EU’s general ban on carcinogen, mutagen and reprotoxic substances (CMRs) in cosmetics at the first preparatory negotiating meeting. This follows Parliament’s vote on the Chemicals Omnibus, at the end of April. Thus, they rebut the Commission’s simplification proposal on the Cosmetics Regulation, one of the elements of the Omnibus, which would have allowed substances that are carcinogens via oral and/or inhalation exposure to be used in cosmetics. However, the Commission is defending its proposal.
At the meeting, additional topics were discussed, including the Commission’s proposed long transition period for cosmetics containing banned substances. Parliament and Council have voted to reduce the periods.
Both legislators, Parliament and Council, have taken a more health-protective stance than the Commission on the Chemicals Omnibus.
Further technical meetings will take place in June. A first and final trilogue is foreseen for end of June.
