Comments on the third iteration of the INC Chair’s non-paper

We are rapidly approaching the fifth session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-5), in Busan, when the Plastic Treaty text is expected to be finalized. In this decisive moment, it is very important to stay focused on critical elements that will enhance the efficiency of the Treaty.

To provide INC5 delegates with in-depth thoughts about gaps identified in the INC Chair’s non-paper, HEJSupport, SSNC, and groundWorkSA prepared comments highlighting some key considerations that must be addressed to achieve an effective Treaty.

Comments include general and specific considerations, highlighting gaps in Parts 3,5,7, and 15 of the non-paper. The primary focus is ensuring legally binding globally harmonized requirements on chemical information transparency and traceability in plastic products.

More information about transparency and traceability can be found on the webpage https://www.globalchemicaltransparency.org/#a13lightbox-work-12609.
